The only federal city in the United States is Washington D.C. It is possible because the federal law has saved land to house the country’s headquarters in D.C. The location is such that it is separate from other states. Space was set up separate from the entirety of the states with the goal that no one state apparently had more power because it houses the federal government’s buildings. Since it is not a state, the mayor has no power to cast a vote in Congress, thus limiting the members of D.C. full governance and limiting their representation in Congress. Even though it is not a state, it is under the control of Congress and also operates as a state. In addition, rather than having a congress, D.C. has a council.
Federalism, in a nutshell, was the answer to our country’s failed attempt at confederalism. Because all states could not agree to a single set of governing ordinances that could be applied unilaterally across the board, a blanket list of guidelines, we now call the Constitution, was put into place for each state to work with and develop their governing laws. Progress in achieving federalism was not that easy. In those days, the national government felt it was tasked with the job to come up with the Constitution and give the most simple outline of the land laws with the use of minimal force. Also, being the highest government rank, members of the national government felt that they could change the Constitution whenever they saw it fit. The sense of authority and power in knowing they had the last decision in managing the country.
The local government regulates and touches everything that would affect the day-to-day lives of a resident. Decisions are made by local governments that dictate things such as school districts, allocation of funds, planning and zoning, and even what businesses may come in and where they may be located. Starting small and ensuring that your voice is heard in your community can have a strong impact on the growth and progress that is made in your area. At times, the simplest change that can be made to aid the local people is devising new means that address the needs of each member of a community. The ideal plan begins right from the building blocks, the local or town level, and advancing up the hierarchy to the highest administrative level. Making sure that one’s voice is heard and has a say in decisions made encourages even more people to come forward and air their petitions so that they can be fulfilled. In general, a great contributor to federalism is the process by which it follows. All levels of governance must maximumly perform their roles for the law to be a successful one, from the local and state levels up to the national level. Generally, a bill starts like an idea among the people of the local level. It becomes popular and eventually reaches the state level, and it is presented to the senate. State representatives discuss the idea with the local citizens, after which their concerns are presented to Congress. If it is popular among Congress, the idea becomes a bill, and it is pushed up to the President for assent. Once it’s a law, the Judiciary oversees its interpretation and provides the way forward on understanding the laws of the land.
